In , Jubaland, or the Trans-Juba (east of the Juba [now Jubba] River), was detached from Kenya to become the westernmost part of the Italian colony. In , Italian Somaliland was combined with Somali-speaking districts of Ethiopia to form a province of the newly formed Italian East Africa. During World War II, Italian forces invaded. Somaliland formed a hybrid system of governance under the Constitution of Somaliland, combining traditional and western a series of inter-clan conferences, culminating in the Boorama Conference in , a qabil (clan or community) system of government was constructed. The constitution separates government into an executive branch, a legislative branch, and a judicial branch.
